How it was measured
Forty questions were written from verified sources before the agent was built, each with an answer key and the computation behind it. Ten were used while developing the agent; the thirty held out are the ones scored here. The keyword arm and the no-tools arm use the same model as the agent: only what it can look up changes.
The judge is a different model family from the one answering, grades each answer against the key alone and gives a one-line reason. Traps are questions where a stale library, a headline or a pending bill points to the wrong answer. Negative controls are questions where the obvious answer is the right one, so doubting everything doesn’t score. The questions, keys and trap reasons are in the repo: eval/questions.jsonl.

Does Winnipeg change its clocks on 2026-11-01?
KeyNo - Manitoba stays on UTC-05:00 year-round.
Clockwritcorrect
No, Winnipeg does not change its clocks on 2026-11-01, but your server's tz data says it does. The server runtime (tzdata 2025b) gives -06:00 for Winnipeg on that date. The law and IANA tzdata 2026e both give -05:00 (local 07:00 at 12:00 UTC). If you rely on the server's tz data, you will ship a one-hour error.
Under the dataset's regime, Manitoba moves to UTC-5 from 2026-10-31 05:00 UTC and stays there, so the usual fall-back never happens.
Basis:
- The Official Time Amendment Act (S.M. 2023, c. 4) is a primary statute. Its status is enacted but not effective. A proclamation names 2026-10-31 as the in-force date.
- The Manitoba news release "Manitoba Will Move to Permanent Daylight Saving Time" is a primary official announcement, also enacted but not effective.
- IANA tzdata 2026e is secondary and in force.
The Act is not yet in force today (2026-10-04). A scheduled release flips its status to in force on 2026-10-31. The offset is already published in the dataset either way.
Judge The answer says Winnipeg does not change its clocks on 2026-11-01 and remains at UTC-05:00, matching the key.

No, not as a lasting change. Winnipeg (Manitoba) moves to permanent UTC-05:00 (EST), legally on 2026-10-31 [1]. The tz database temporarily models this as happening on 2026-11-01 at 02:00, instead of the usual fall back [1]. So clocks effectively don't fall back; they stay at -05 from then on.
Judge The answer says Winnipeg does not change its clocks on November 1 and stays at UTC-05:00, matching the key.

Yes. Winnipeg (Manitoba) observes daylight saving time, and in 2026 DST ends on Sunday, November 1, at 2:00 a.m. CDT. Clocks go back one hour to 1:00 a.m. CST, and the offset changes from UTC-05:00 to UTC-06:00.

Today is 2026-10-04. Is Manitoba's permanent-time law already in force?
KeyNo - it was assented 2023-05-30 but only comes into force on 2026-10-31 by proclamation of 2026-09-23 (Manitoba is on CDT, UTC-05:00, today anyway).
Clockwritcorrect
No. As of 2026-10-04, Manitoba's permanent-time law is not yet in force. It is enacted but not effective. The Official Time Amendment Act (S.M. 2023, c. 4) is a primary-authority statute. A proclamation of 2026-09-23 names 2026-10-31 as the date it takes effect.
Winnipeg is on CDT (UTC-5, DST) today. The current law is the Official Time Act, C.C.S.M. c. O30, which is in force and still has seasonal changes. The dataset publishes a regime of UTC-5 from 2026-10-31 05:00 UTC. The Act flips to in force on that date through the scenario rMbOfficialTimeInForce.
The CBC and government news items are labelled enacted-not-effective. The CBC item is community authority and the government item is primary. Neither makes the law apply early.
Judge It correctly states that Manitoba’s permanent-time law is not yet in force on 2026-10-04 and takes effect on 2026-10-31.

The tzdata note says Manitoba is adopting year-round -05 and refers to the Act as taking effect in the future ("once the new Act takes effect") [1].

I can't confirm that. As far as I know, Manitoba has not enacted a permanent-time law. It still observes daylight saving time, switching on the usual North American schedule (clocks go back Nov 1, 2026). Manitoba has discussed the idea, usually saying it would act only in step with neighbouring provinces and U.S. states. If a law passed recently, I may not know about it, so check the Manitoba government's current announcements.
Judge It indicates that the law is not in force today, matching the key, though its claims about enactment and the November clock change are wrong.

What is the UTC offset in Vancouver at 2026-11-15 10:00 local time?
KeyUTC-07:00 (17:00 UTC)
Clockwritcorrect
The UTC offset in Vancouver at 10:00 local on 2026-11-15 is −07:00. That is permanent daylight saving time, with no seasonal change. The abbreviation shown is MST, and the instant is 17:00 UTC.
Basis: BC Interpretation Act, s. 26 "Pacific Time" (primary, in force). Section 26 came into force on 9 Mar 2026 under B.C. Reg. 20/2026. The BC Government announcement "Adopting permanent daylight saving time" (primary, in force) supports it.
Disagreement: This server's runtime tz data (2025b) says −08:00, which is wrong against the law. IANA tzdata 2026e agrees with the law at −07:00. If you rely on the server runtime, you will be off by an hour.

What UTC offset does Tijuana use on 2026-07-01?
KeyUTC-07:00 (PDT)
Clockwritcorrect
Tijuana uses UTC−07:00 on 2026-07-01. That is Pacific Daylight Time (PDT), with DST in effect. At noon UTC the local time is 05:00. The legal offset, IANA tzdata 2026e and the server runtime all agree, so there is no discrepancy.
The basis is the regime "us-rules" for Tijuana, which follows US-style DST. It rests on the Ley de los Husos Horarios (Diario Oficial de la Federación, 2022). That is a primary instrument and is in force. The tzdata 2022f release notes and the tzdata 2026e northamerica file back it up as secondary sources. A news item from IDC Online (community) is also cited. The next change is on 2026-11-01 at 09:00 UTC, when the offset moves to −08:00.

Is daylight saving time permanent in the United States as of 2026-10-04?
KeyNo - H.R. 139 (Sunshine Protection Act) passed only the House (2026-07-14) and is pending in the Senate; clocks fall back 2026-11-01.
Clockwritcorrect
No. Daylight saving time is not permanent in the United States as of 2026-10-04. The law in force is seasonal. On 2026-10-04, New York is on EDT (UTC−4) and falls back to UTC−5 at 2026-11-01T06:00Z. IANA tzdata 2026e agrees with the law. The server runtime (2025b) shows the same offset now, and no disagreement was flagged.
Basis:
- In force: 15 U.S.C. § 260a (Uniform Time Act) is a primary statute. Clocks advance on the second Sunday in March and revert on the first Sunday in November.
- Pending, not law: H.R. 139, the Sunshine Protection Act of 2025, passed the House on 2026-07-14 (308–117). It is still pending in the Senate. If enacted, it would repeal § 260a and move each zone's standard time forward one hour. The dataset models this only as a scenario that assumes enactment today.
- Conditional: Florida's § 1.025 takes effect only if Congress authorizes year-round DST. That condition is unmet.
Judge It correctly says daylight saving time is not permanent, H.R. 139 is pending in the Senate, and clocks fall back on 2026-11-01.

Did Iran bring back daylight saving time in Tehran in May 2025?
KeyNo clock change - Tehran province moved office hours to 06:00-13:00 and closed offices on Thursdays; Tehran stays UTC+03:30.
Clockwritcorrect
No, not under the law as the dataset records it. On 1 July 2025 Tehran was at +03:30 with no DST. IANA tzdata 2026e also gives +03:30, and the server runtime (tzdata 2025b) agrees, so there is no clock disagreement to flag.
- Basis: The Iranian regime in force is the one that abolished DST from 21 September 2022. The dataset records it through IANA tzdata 2022b and 2026e, which are secondary-tier instruments with in-force status.
- Conflicting claim: A Wikipedia article (community tier) says the government "partially restored" DST in Tehran in May 2025. I found no primary instrument behind that claim, so the dataset doesn't follow it.
- What did happen in May 2025: The Ministry of Interior set summer office hours for Tehran province from 10 May 2025. Offices ran 6:00–13:00 and were closed on Thursdays, to save energy. That is a change in working hours, not a clock change.

No, it is not a working day. Sunday, 2026-09-20 is a regular weekend day, and it is not a make-up workday that I know of. Was Friday 2026-05-01 a public holiday in South Korea?
KeyYes - Labour Day (노동절) became a statutory public holiday from 2026-05-01 (Act 21543, promulgated 2026-04-09).
Clockwritcorrect
Yes. Friday 2026-05-01 was a public holiday in South Korea: Labour Day, and it was not a working day. The dataset marks it as the first year Labour Day is a public holiday.
The basis is the 공휴일에 관한 법률 (Public Holidays Act), amended by Act No. 21543 on 2026-04-09 and effective 2026-05-01. It is a primary statute and is in force. The dataset also cites the 관공서의 공휴일에 관한 규정 (presidential decree on public-office holidays), a primary regulation that is in force. Its amendment, Decree No. 36290, takes effect 2026-05-11.
Caveat: the dataset's 2026 holiday coverage for KR is only partial. So this answer rests on the recorded Labour Day holiday, not on a complete 2026 calendar.

Was Friday 2026-03-20 a national public holiday in Indonesia - was it Eid al-Fitr there?

Clockwritcorrect
No. Friday 20 March 2026 was not a national public holiday in Indonesia, and the government did not set it as Eid al-Fitr.
working_dayreturns it as an ordinary working day, with complete coverage.- Government ruling: The Sidang Isbat on 19 March found no crescent sighting. It set 1 Shawwal 1447H as Saturday 21 March.
- Statutory holiday: The 2026 joint ministerial decree (SKB 3 Menteri No. 1497/2/5, a primary instrument) lists Idul Fitri as 21–22 March.
- 20 March: The same decree lists it as cuti bersama (collective leave), alongside 23–24 March. That is a leave day, not a statutory holiday.
- Muhammadiyah: It had declared 1 Shawwal as Friday 20 March by pre-calculation. That is a religious organisation's view, not the state's.
The dataset's only cited basis for the working-day result is a community-tier news item (Kontan, on Perpres 21/2023). It does not model the cuti bersama entry, so employers may still have treated 20 March as a day off.
Judge It correctly says 20 March was collective leave rather than a national holiday, with government Eid on 21 March and Muhammadiyah celebrating on 20 March.

Yes for the holiday, but with a caveat on Eid. Friday 20 March 2026 was listed in Indonesia as "Idul Fitri Joint Holiday" (a joint holiday, i.e., a collectively granted day off) [1]. Yes, Friday 2026-03-20 was a national public holiday in Indonesia. It was Eid al-Fitr (Idul Fitri 1447 H), according to the government's official 2026 holiday calendar. The Indonesian government listed Idul Fitri on March 20 and 21, with a collective leave period (cuti bersama) around it. Clockwritcorrect
Twice. In Casablanca, local 01:30 on 2026-09-20 was ambiguous.
- First occurrence: 01:30 at +01:00, which is 00:30 UTC.
- Second occurrence: 01:30 at +00:00, which is 01:30 UTC.
At 01:00 UTC the clocks went back from 02:00 (+01:00) to 01:00 (+00:00), so the hour 01:00–02:00 repeated.
The dataset reads this from the regime segment "after-ramadan". The legal clocks, IANA tzdata 2026e and the server runtime all agree on +01:00 at the first instant, so there is no disagreement to flag.
The basis instruments are Decree No. 2.18.855 of 2018 (permanent GMT+1), which is primary but marked superseded, and tzdata 2026e africa, which is secondary and in force. The basis is 15 U.S.C. §260a (Uniform Time Act of 1966), a primary statute that is in force. IANA tzdata 2026e (secondary, in force) agrees with it. The server runtime reports tzdata 2025b, but its offsets match the law for both dates, so I found no disagreement.
Judge The answer gives the keyed November 1 fallback from 02:00 EDT to 01:00 EST and the December 1 offset of UTC−05:00.

The search results don't give New York's 2026 fall-back date, so I can't confirm it from them. Result [2] only mentions that clocks "would usually be turned back" on Nov. 1, 2026, in the context of B.C. [2]. Nothing in the results says New York has changed its rules, and the one mention of New York in [1] is about historical timestamps before 1966.
For 2026-12-01, the results don't state New York's offset either. By standard US rules, which I know from outside these results, it would be UTC-05:00.
Judge The answer gives the correct December 1 offset but declines to commit to New York’s fall-back date and time.

Is Thursday 2026-10-08 a working day in mainland China?
KeyYes - first ordinary working day after the 1-7 October National Day block.
Clockwritcorrect
Yes. Thursday 2026-10-08 is an ordinary working day in mainland China. The tool's calendar coverage for China is complete.
The basis is two primary-authority instruments, both in force:
- State Council Decree No. 795, which amends the national holiday measures.
- The General Office of the State Council's notice on the 2026 holiday arrangements (国办发明电〔2025〕7号).
The next working days it lists are 2026-10-09, 2026-10-10 and 2026-10-12. Saturday 10-10 is therefore a working day, which looks like a make-up workday. I haven't pulled the specific override record to confirm that.
Judge It correctly identifies Thursday 2026-10-08 as an ordinary working day in mainland China.

I can't say for certain from these results. They give China's statutory National Day holiday as 1–3 October, with make-up days when holidays fall on weekends [3]. They don't include the 2026 official schedule, with any adjusted rest days or make-up workdays around 8 October. Under the base rules, Thursday 8 October would be an ordinary working day, but the official 2026 notice would confirm it.
Judge The answer says it cannot determine the official 2026 schedule and offers only a conditional assessment, rather than committing to yes.

No. Thursday 2026-10-08 falls within China's National Day holiday (Golden Week), which runs 1–7 October in most years, so I need to be careful here. For 2026, the official schedule would normally give 1–7 October off, with 8 October as a regular working day.
So the likely answer is: Yes, it's probably a working day. I can't confirm the official 2026 State Council notice, though. Some years include make-up workdays on weekends, but Thursday itself would be normal unless the notice says otherwise.
Judge Despite an initial contradictory “No,” the answer concludes that October 8 is a working day, matching the key.

Is Sunday 2026-02-22 a working day in Saudi Arabia?
KeyNo - Founding Day, official holiday for public, private and non-profit sectors.
Clockwritcorrect
No, Sunday 2026-02-22 is not a working day in Saudi Arabia. It is Founding Day (يوم التأسيس), a recorded holiday. The next working days are 23, 24 and 25 February.
Basis: The Ministry of Human Resources and Social Development (HRSD) announced the Founding Day holiday for the private and non-profit sectors. That is a primary-tier official announcement and its status is in force. The tool also returned a SAMA circular for Founding Day 1446 H. It is primary-tier but expired, so it doesn't support the 2026 answer.
Caveat: Saudi holidays for 2026 are only partly recorded in the dataset. A "working day" result here means no recorded holiday, not a verified one. For this date the result is a holiday, so the caveat doesn't affect it.
Judge The answer correctly says that 2026-02-22 is not a working day in Saudi Arabia because it is Founding Day.

Yes. Sunday, 2026-02-22 is a regular working day in Saudi Arabia, since the weekend is Friday and Saturday. It's also not a public holiday: Saudi Founding Day is observed on February 22, and in 2026 it falls on a Sunday, so it is likely a public holiday. Since the weekend is Friday–Saturday, Sunday would normally be a workday, but Founding Day makes it a day off.
Answer: No, it's most likely a holiday (Founding Day).
Judge Despite contradictory earlier statements, the final answer says no because Founding Day makes it a holiday.

Clockwritcorrect
Yes. Monday 2026-08-17 is a day off in South Korea. It's the substitute holiday for Liberation Day, because 15 August falls on a Saturday in 2026.
The basis is 관공서의 공휴일에 관한 규정 (the Regulation on Public Holidays of Government Offices), Presidential Decree No. 36290, effective 2026-05-11. It is a primary-tier instrument and is in force.
The dataset's 2026 holiday coverage for South Korea is only partial. The holiday itself is recorded, so the answer is solid. The next working days it lists (18–20 August) only mean "no recorded holiday", not verified working days.
Judge The answer correctly says that 2026-08-17 is a day off in South Korea as the substitute holiday for Liberation Day.

On which date was Eid al-Adha 1447 in Saudi Arabia, the UAE, Pakistan, Indonesia and Turkey?
KeyWednesday 2026-05-27 in all five (Arafat Tuesday 2026-05-26).
Clockwritcorrect
Eid al-Adha 1447 fell on Wednesday, 27 May 2026 in all five countries. That is 10 Dhu al-Hijjah, and Arafat Day was Tuesday 26 May.
- Saudi Arabia and UAE: Wednesday 27 May. The Knowledge Base gets this from a Timeanddate listing, which is community-tier. The dataset's holiday records agree. They are marked "announced", and I didn't pull their cited instruments. I found no Saudi Royal Court or Supreme Court statement for Adha in the sources, unlike the one for Eid al-Fitr.
- Pakistan: The Central Ruet-e-Hilal Committee sighted the crescent, so 1 Dhu al-Hijjah was 18 May and Eid fell on 27 May. The federal holidays ran 26–28 May.
- Indonesia: 27 May was the national holiday. Muhammadiyah's hisab calculation also gave 27 May. 28 May was only cuti bersama (collective leave), not a national holiday.
- Turkey: Diyanet set Kurban Bayramı for 27 May, with the holiday running 27–30 May.
For Eid al-Fitr 1447 the countries did differ: Indonesia's government and Pakistan had 21 March, while the others had 20 March.

Most likely May 27, 2026, in Saudi Arabia, the UAE, Indonesia and Turkey, and May 28 in Pakistan. This is from astronomical calculations and the usual announcement practices, not confirmed official announcements.
